Have i lost enough weight for surgery on NHS ?

Hi im 30 years old 6 ft tall and in the past year ive lost 7 stone, bringing my weight down from 20 stone to 13 an a half, id like get down to 12 mabe 11 stone but recently have started to notice alot of loose skin and also worry if i get my weight down too low il put it back on after the surgery,also im in the uk so what do you guys think could i get surgery done in the state im in ? or do i need to loose the last couple stone ?
