Will NHS pay 4 my surgery??

Hey guys!
Just wanted to ask your opinion about my gynecomastia situation;

-21 years old.
-BMI: 21.00 (perfect weight)
- moderate gynecomastia, causing me low moods, posture problems.
-have history of cannabis abuse on medical record (eeeek worried bout this one?)

You think the NHS will give me the surgery? I went to my GP for the second time and she refered me to general surgery and said she would try and argue the case on physical and psychological issues than cosmetic reasons.

Please give me all your thoughts, all suggestions welcome! Many thanks guys!
