Looking for a good but cheap doctor

Hi I currently suffer from gynecomastia and have been for a few years now but since I recently turned 18 I've decided to do something about it and want to get it removed. I've been looking through this board and found a few doctors who seem good but was just wondering if anyone could recommend a good doctor who's cheap as I don't have that much money. I've been looking at places in the Philippines a have contacted    
Dr. Benjamin Herbosa but was wondering if there are any other good doctors out there who preform the surgery for a low price.
