Hi 
I've been trying to loose weight but feel rather depressed about my chest shape...it still appears "flabby" is this gyno or just fat?

Patient  photos are in general useful and this case is no exception. The photo with the arm partially raised allows easy visualization of the abnormal breast tissue. There is nothing to be confused about you have gynecomastia. You would benefit from surgical correction .

Is there a lot of breast tissue? Would surgery be cheaper if less mass?

Oftentimes, guys think that their chest will shrink as they lose weight.  True, it may get smaller, but it will never disappear because breast tissue does not change with weight loss -- only the fat component will change.

The next step is to find a gyne surgeon for an opinion.  Look for a board certified plastic surgeon with significant interest and demonstrable expertise in gyne surgery.  Consider traveling for such expertise.  The first operation is usually the best opportunity for a fine result.

I agree with the other doctors--You have moderate gynecomastia, which won't go away with weight loss. To answer your question regarding size and cost, the surgery is generally priced without regard to the "size" unless skin removal is required, which adds time and some slight increase in cost, at least in my practice.  Good luck.
