While it is agreed that significantly enlarged breasts are typically female, they are not sex organs.

Men do not have mammary glands.  Although some "rare" cases of men lactating have been reported, the validity of those reports is questionable. 

Male mammals typically do not nurse their young.  That is the mother's job.  Thus, only females typically have mammary glands in their breasts.
