I would be very cautious going to a surgeon who is not specifically trained to treat the problem you have.  In addition to training, education, and certification, I would advise turning to an surgeon who is very experienced treating gynecomastia.  I say this because a good portion of my practice is revision gynecomastia surgery.

A pediatric surgeon rarely has added expertise in Plastic Surgery, but some do have their Boards in Plastic Surgery. Early in my training, I spent a year with the world's first full time Pediatric Plastic Surgeon, but did not see any gynecomastia surgery done by him. Each surgeon has his / her own skills that they should be able to demonstrate on their websites or at least with before and after surgery pictures in the office. It is so much more convenient being able to check out a surgeon's skills before going for a consult.

I have posted How to Pick a Gynecomastia Surgeon here:

Hope this helps,
