after surgery - is this gyno agian or skin!!

i had my surgery done about 7 months ago Liposuction + Gland removal

and i still wear the vest on me
but recently i felt that my breast improved again
i dotn know why 
the doctor told me 2 months ago that it's a excess skin and it need time to shrink again- and he say .. ( look if u put up u hands u see u chest just flat)
but i can't belive.. it because it look bad  and if i walk or sit i see my  breast appear :(i don't feel fine to wear shirt again

please look the pic and tell me it's excess skin or  breasts again,
i will meet wiht my doctor after few days.. im woory

but put in u mind that i am from egypt
so the price is totally diffrent

in egyptian pound it costed me 9000
in $ it's 1500

everything was going right,, maybe ebcause the vest wasn't tight,, i had this proplem


i want advise pls guys
