I am located inbetween Kingston and Ottawa..Was wondering if there was any docs in the areas that perform the surgery, who are OHIP covered?

If you don't mind driving a bit or taking a train, you should look into Dr. Fielding, he's in Toronto, and MANY people on here have been to him.  Part of te procedure is covered by OHIP, and his fees are rising a little, though still cheaper than most.  I have my surgery with him booked for Jan. 4th and the cost is 1284 (student fee).
