How is this new bill if it gets passed will effect elective surgery ?
Is the costs going to rise for gynecomastia surgery ?

I live in Massachusetts, where we already have a form of universal coverage, and where we get paid poorly for just about everything by insurance companies.  I gave up fighting to get gynecomastia procedures covered many years ago, when I discovered that the criteria for coverage were not clear, and actual payment was never guaranteed, even if we could get prior authorization.  The change in our system did not result in any change in my cost, and my fees are not particularly high compared to other surgeons.  A recent patient who came from California still paid less than what he would have paid there, including flight and hotel--in spite of the fact that Boston has a relatively high cost of living compared to other parts of the country.

Interesting question, though...
