Health coverage and surgeons in Japan

So about a month ago I first heard the term "gynecomastia" with a description similar to what I have. I had never given much though to having a condition, just larger than normal nipples that pointed out further than usual. (which is embarrassing, of course)

Anyhow, I'm actually living abroad (in Japan) and have the normal national health insurance coverage here. Just skimming through a few threads, it seems like a few are able to able to talk their insurance into covering the procedure? I have no idea what is covered here but I'm looking into it and would appreciate any advice. Also, can anyone recommend a good surgeon here? They might be the most knowledgeable regarding insurance coverage.
