Or would this go away if I lost some weight?

Age: 23
Height: 6'1
Weight: 220 lbs

Yes you do.

Weight loss might reduce it a bit but not get rid of it. Weight loss is important before surgery though for the best results.

Thanks a lot for the reply! It really means a lot to get some answers for this.
Would you say this is a mild or severe case? Or somewhere between the two?

Another question I have is if there are any clothes that I can use that would make it less obvious and "bouncy" when I work out. I recently started working out but I really feel uncomfortable moving around so much in just a few layers of clothings because of my breasts.

Yes, you have gyne and yes, it would improve somewhat if you lost weight -- but it probably will not disappear completely.  Ultimately, to obtain a contoured chest, surgery would be an option -- but it would be your choice.

You can ameliorate your bounciness by wearing any one of a number of available snug compression garments.  These can be worn under a business shirt or you can wear them when you exercise as well.
