Gyno or Chest Fat my Nipples are puffy PLEASE READ

Is this gyno or chest fat if I drop weight some more and exercise will they get less puffy please let me know or do I need surgery. I hope I don't need surgery and hard work and exercise can fix this. There is squishyness under my chest and a long strip of squishyness like a strip across lower chest both sides and travels directly under nipple to the otherside is this fat can I burn it off Im 22 years old.

From the photo and your description, I would say that you may have very mild gynecomastia.  It doesn't look like what bothers you would be improved with fat loss.  It might be worth consulting with an experienced gynecomastia surgeon for an opinion.  A surgeon who doesn't do much gynecomastia surgery will probably be unimpressed by your exam, but someone who does a lot of it is more likely to give you a better idea of the benefit (or lack thereof) of surgery.
