Hi, i'm 17 and i think i've had gyno since i was 14 or 15. I definitely feel some kind of lump under both nipples, although they are just puffy nipples they really destroy my chest, i would like to know when would be a good time to get surgery and what would the price range of taking out the glands be, is it cheaper for just puffy nipples?

If you have had the problem for two or more years and it shows no sign of diminishing spontaneously, then more than likely it will be permanent.  Many docs urge waiting til age 18, as if attaining that magical age will make it disappear overnight -- it doesn't.

Best idea is to sit down with your parents and talk about it and how it is affecting your life.  Then, visit a gyne specialist for an opinion.  (Many non-gyne specialists do not deal with this often and will just poo-poo your concerns). And then decide what to do.  Hopefully, your parents will be understanding and supportive.

Good luck!
