Advice and recommendations for surgery

I am generally looking at Poland as it seems to be the best for value. I was going to get this done on the nhs but they have told me they wont do it.
Can anyone recommend any surgeons uk and Poland for this procedure?

My case is minor it was worse but i had lipo done on the NHS years ago which helped somewhat I was offered surgery at the time but was warned about potential risks such as my peck area caving in which worried me at the time. Im stupid for not taking the surgery. One is also bigger than the other and I imagine my left doesn't need much work if any.

I have the money to do this NOW and so am looking for any help on finding a reasonable priced way of fixing this problem. Any help or input appreciated, cheers.
