Trying to adjust your reproductive hormones is NOT a do it yourself project.   You might talk to a Gynecologist or an Endocrinologist, but any advise you can get on line should be treated with suspicion.
A good site about breasts is at 007b.

Dont take Letrozole, your condition is not caused by excess estrogen in your body so letro will be useless and it could interfere with your normal hormonal levels.

Search for a good plastic surgeon who is specialized in breasts and tuberous breasts, you could need breast implants

Bellow im quoting a copy and pasted text from wikipedia:

The appearance of tuberous breasts can potentially be changed through surgical procedures, including the tissue expansion method and breast implants.[10]
The procedure to change the appearance of tuberous breasts can be more complicated than a regular breast augmentation, and some plastic surgeons have specialist training in tuberous breast correction. As tuberous breasts are a congenital deformity, referral for treatment under the National Health Service may be possible in the United Kingdom.[11] A starting point for those seeking such a referral may be a visit to their local General Practitioner. For those seeking non-surgical solutions, counseling may be recommended as a way of coming to terms with body image.

At 17, I would not expect for them to have finished growing yet. The last stages are rounding out and getting fuller. Talk to your Dr if you are concerned.

No, Letrozole is not the answer.

Puffy nipples is due to localized breast tissue beneath the areolas, thereby pushing them out as a dome-like configuration.  It is also a type of tuberous breast deformity.  The treatment is surgical -- and there are multiple avenues to accomplish this.  Best advice is to consult with a board certified plastic surgeon who could suggest various options to you.

Best of luck!
