As any male goes through puberty there is enlargement of the breast bud (tissue). This enlargement is often accompanied by some pain in the area.The size of the breast bud regresses with time in the majority of patient. I do not know when or if you have undergone puberty.Just looking at the photo I would say bulk up and lose a little fat.The bulking up will help the most along with growth.If your breast area is still a concern in 8 to twelve months let's revisit it.

I agree with Dr. Pensler. Your body is now beginning to go through a lot of physical changes.. A healthy die and exercise will keep you body fat down and allow your body to develop.

A prudent diet along with an exercise regimen should help you to build up your body without adding a lot of excess body fat.  Nonetheless, you may develop some transient breast enlargement as you go through puberty.  Certainly keeping a normal body fat percentage will minimize the amount of fatty excess you might develop in the chest.

At 14 you are likely entering puberty, which can result in your breasts enlarging. It is much too early to say if you have "gynecomastia." For most boys, the issue will resolve on it's own around the age of 18. For now, maintain a well balanced diet and continue to work out. If your breasts bother you when you are through puberty, seek out a board-certified plastic surgeon who specializes in male breast reduction surgery to discuss your options.
