Is this gynecomastia? And what do you guys think of Dr. Lawrence Tong of the Yorkville Institute of Plastic Surgery in Toronto? He seems eminently qualified and has glowing reviews but I'm concerned that he only has before and after pictures of two gynecomastia patients on his website.

You are slightly overweight. If I were you I would  try to loose some fat and get more fit instead of thinking about plastic surgery.
Your nipples are puffy, perhaps you have a bit too much estrogens going on because of the fat.
