I am 22 years old and i work out constantly, i run 30 min 5 times a week, lift for about an hr a day and work construction 12 hours a day, i got measured for body fat percentage and was only at 11 percent, i can bend over and all of my abs show... not to mention you can see all my muscles in my back and such and besides my seemingly breasts i dont have any fat on me... i really dont know what to do anymore... i feel like i work out and am active enough but nothing helps, they are hard tissue feeling, not like soft flabbyness...pics below

Glandular tissue isn't subject to fat gain or loss so being in shape won't effect breast size if gland is your problem.  Before I had surgery the gland in my chest felt hard and lumpy and there was a definite difference between the feeling of breast tissue compared to fat or muscle tissue.  See a doc to rule out a hormonal problem & then go from there.

doesn't have to be full blown, but that sticks out farther than even a normal excess weight would take it, which he says he doesn't have.  i can see there's a mass under there and the way he describes it says gland.
