the most accurate way to measure bodyfat is to use the Hydrostatic Weighing method.  Unfortunetly access to a hydrostatic weighing tank is neither readily available nor cheap for regular access.  

the best (not to mention cheapest) alternative is via simple body fat calipers.  These are a metal device that basically just measures the thickness of your skin folds.  As low tech as it seems, in the hands of a professional they have proven to be very accurate and considerably better than any other device except the above mentioned hydrostatic weighing tank.  Most gyms have staff who can provide a body fat measure via calipers.  However its important to make sure the person doing the measuring is experienced as the results can vary greatly if the operator doesn't know what they are doing.

home body fat scales are basically useless for accurately measuring bodyfat and the results can be as much as 10-15% off your real level.  However they generally are consistant between weigh-ins (as long as other factors like timing, water level, etc are also consistant) so some people do use them just to monitor fat loss.
