You do appear to have the beginnings of some mild gyne.  Only you can decide how much of a "concern" it is.  Gynecomastia is not a health issue, therefore, some prefer to ignore it and do nothing.  However, if you're bothered significantly by it, and it starts affecting your life adversely (e.g., avoid taking your shirt off in public, etc.), then that's when it's time to start thinking about surgery to get rid of it.  It cannot be exercised away.
