Scar tissue is still growing after 10 months?

Dear Doctors.
Last October(2014), I had gynecomastia surgery done only on my left nipple, only gland tissue was removed with an excision. I was very happy with the results in the first 4/5 weeks, but after 4/5 weeks my nipple started to look more puffy again and I felt some (hard) tissue behind it. My doctor(and what I've read on this forum) said it was probably scar tissue and he wanted to wait for a whole year before any other treatment like a kenalog shot. It 's been around 10 months now, and I have the feeling the tissue behind my nipple is still growing.
My questions;
1. Is it possible that scar tissue keeps growing after 10 months?
2. Is there any way to find out if the tissue is scar tissue or gland? Like ultrasound?
I hope someone can help me with this, and advise me what I should do.

In my experience, continued scar tissue growth is rare.  I usually start to treat scar tissue post operatively anytime between 4-6 months out -- but perhaps I am more aggressive than other surgeons.

Best to return to your surgeon and discuss possible cortisone injections.
