Interesting question.

Congress, long ago, stated that the costs of cosmetic surgery were non-deductible as a medical expense.  Yet, gynecomastia is a documented medical condition with both physical and emotional side effects.  Surgery for gyne could be considered reconstructive in nature, in which case it should be considered tax deductible.

However, you should consult your tax advisor about this -- more than likely, taking gyne surgery as a deduction has a certain amount of risk.
