WHUT type of surgery do i need

Im skinnnny and there is basically negative fat under by nip so do i just need surgery to remove the gland ---the hard part/disk------and not lypo or whut??  Also im 17 whut are the risks of getting surgery to early like im not worried if i have to get it twice but can any permanent damage be done?? I heard in Alberta Canada its covered hooooooooorrrrrrrrrrayyyyyyy
