Will surgery fix this?

I've had problems with my chest since I was young.

I was pretty fat until my middle teenage years and now when I'm 23 I still have puffy nipples even tho I'm in good shape.

I really want surgery done, but will it help?
All the surgeons where I live take about 3000 euro for a gyno surgery and thats a lot of money.

Try better pictures, smaller pixel setting would help with a full chest view front and side. Set camera to JPEG or lowest setting.

Yes, surgery will help.  You are a young guy and are in great shape, but the puffy nipples and fullness behind the areolas is definite (but not terrible). You have enough glandular tissue present that surgery will make an obvious difference.  As for the cost, I guess there's not much that can be done about that. It's better to find a plastic surgeon who does A LOT of gyne surgery than to find a surgeon who doesn't charge as much as others.

I've been in contact with a surgeon that seems to know what his doing when it comes to gynecomastia surgery. Where I live I can't seem to find any surgeon whos speciality is gyno.

My question is also. Will the skin tighten up after the surgery? The best result I would like to have is the same I get whenever I get cold or take a bath when my skin tightens up.
When that happens, my chest looks perfect. I would like my chest to look like that all the time not only when I'm "cold".

Yes, the skin will tighten after the surgery.  You're young, so your skin is healthy with elastin fibers that help it contract to the new shape.  Your nipple/areolas sit fairly low on your chest (normal variant) and will continue to sit low after the surgery, but that's fine.

Can I expect a result like this when the healing is done? These are pictures of my chest when I'm freezing (after shower) or in any condition when the skin has thighten up.

That would be my dream result. To have this shape of the chest when I'm not only freezing or after shower.

Your "freezing" photos look good -- but that's because your areolar skin has tightened and pushed the excess breast tissue deeper into the chest.  Obviously, when the areolar skin relaxes, your puffy nipples will recur.

Appropriate surgery will remove the excess breast tissue and your nipples should lie flat and flush with the surrounding skin at all times.

The only thing I'm worried about is that the skin wont tighten up after surgery...
When I squeeze my nipples I feel that it is gland tissue that is giving me those pointy nipples.

But the left nipple feel just "puffy" somtimes.. like the skin has pointed out itself... I can feel the gland tissue, but it doesn't feel like it's actually stretching the skin as the right nipple.

thats why I'm afraid... is it possible that my skin is just "puffy" for some reason? feel weird...

There are no gyno "specialists" in my country. I've just chosen a surgeon who I know have done good results.
