So my story is that I was rather overweight through my teens (~16st at heaviest), but lost a lot in my twenties (currently around 11st). I've been as light as around 10st5lbs at 5'11, but even at that weight (where my arms/legs/stomach are pretty scrawny) the manboobs persist. I feel like the texture is different to fat, but it's hard to tell without being an expert.

Opinions?

Surgery will be needed to remove excess breast tissue.

Thanks for the replies.

I am considering surgery. I am wondering can liposuction also remove the glandular/breast tissue, or would that only remove the fat? Would something more invasive be needed to remove the glandular tissue?

Yes, you have a mild/moderate case of gyne.

Surgery to remove it usually requires both lipo (which is invasive) as well as excision (which is also invasive).  Best to seek the expertise of a gyne specialist.
