It's a strange world.  I thought the same thing.  Insist you present as male yet in force you cover as a woman would have to. 
I'm raising my eyebrows at that one.  Clearly they see the difference.  I'm glad you have the strength to push them on the issue and continue to educate that not everything is black and white.

That happened one morning by accident. I had hot coffee spilled all over me and a nurse ran over to pull my top off. There I sat in front of about 150 people in just my bra. 

She looked at me and said, "oh no!" and rushed me off to the nurses station to get me out of site. 

We both got in trouble for the exhibition. I don't know what they told her, but they told me not to let it ever happen again.

I'm a participant in a medical day-care facility due to disability (stroke).

But they are tough on both employees and participants here!

Pretty much "covered to elbows, knees, and collar bones" mentality. It's loosely enforced depending on who you are. But my "Kardashians butt/hips and breasts" places me right in the radar.
