Washington State Surgeon That will perform surgery Locally.

I Live in the tacoma area but I do not mind traveling a little bit for surgery. .
Im looking for a surgeon that will perform gland excision and maybe lipo if needed (i know for a fact i have gland tissue endocrinologist sent me to get ultrasound) 
I also would like to have the surgery under local anesthesia in the surgeons office i understand this should lower cost im looking to spend $3000 or under
If anybody has this done with a dr before let me know the surgeons name please thanks
