have Gyne but doc said its muscle

Hi all, I'm 23 , stands at 5"9 and about 60kg. slim built but has gyne from 15-16 and now it has worsen. I tried to go for surgery but the surgeon which I went to examine and said its muscle, but i've not workout for the past 2 years and I'm sure its hard glands gyne.

He wanted to do a vaser lipo on me but im pretty sure it would not solve the problem. As he is a well known surgeon here , I did not try to change his point of view so I decided to look for another surgeon.

My opinion is that there are a lot of surgeon/doctors who have little knowledge on the types of gyne and they assume all gyne have to be fatty tissues. I hope some of you could give me a recommendation of competent surgeons, local or overseas is alright as I would do everything to get rid of this living nightmare now. I'm living in singapore.
