Tattoo on Bicep / Shoulder

Hi,

Wondering whether lipo and excision would effect a tatto on inner bicep / shoulder? Could the lipo cause the skin on the arm to stretch?

I doubt if gyne surgery would have any effect on a tat of the inner arm or your shoulder (deltoid region, I assume).
