It seems you can take all the measurements you want but in the end it is just a starting point and actually trying the bra on is the only true confirmation. Even at that it can take more than a few minutes to really know.
If you think about what is attempting to be measured - you can quickly see how totally inadequate the under bust and over bust measurements are for describing the bust to arrive at the correct size.  At its very best it’s an approximation - and what I believe is at the root of so many folks in the incorrect size.   For example, consider describing fully a drinking glass sitting on a table by simply measuring the height of the glass.  The height has nothing to do with the glass diameter and shape - much less the volume.  Yet this is what we do for every bra sizing effort!  So until we come up with some sort of 3D scanner, we are locked into our current method which is really a joke - and gives us really band size only, and a wild guess at cup size.  If you keep this in mind and are willing to try on several sizes during a fitting looking at fit problems with a critical eye during the process you will eventually a bra that fits RIGHT and not just fits.
